National Grid is hiring a Quantity Surveyor - In this role you can enjoy our hybrid working from office and home. You'll be flexible to regular travel throughout England

 

Job Purpose

To advise the delivery and management teams on best practice for Contract Management, Risk Management & Estimating, particularly for Static Wound Equipment (SWE) NEC 3 and 4 framework contracts.

 

To be responsible for Cost Assurance activities for appropriate Delivery Vehicles including cost, risk and budget management on a portfolio of projects ensuring both are reviewed and robustly challenged against appropriate benchmarks and cost databases. Where mitigating actions are required, this role will facilitate decision making at project level.

 

Ensures value for money is achieved and delivers outperformance against the RIIO agreement, and actively manage the Contractual agreements related to the Construction Contracts using the appropriate Contract Management System.

 

To provide Static Wound expertise on the Bulk 7 (NEC 3) and Bulk 8 (NEC 4) contract and equipment suppliers. 

What You'll Do

  • Lead the preparation of budget estimates including risk & contingency allowance projects at all stages of development from business needs case to award of construction contracts
  • Working with the regulatory reporting team, provide cost data on current, past and planned projects to support National Grid’s communications with the Regulator in unit cost format or as required by the Regulator
  • Support the SWE Management Team with actively managing the SWE contracts to improve the supplier relationship with National Grid.
  • Maintain and update the eHub (estimating activity) cost database to reflect current costs
  • Act as a specialist lead commercial representative on any Bulk 7 and 8 framework call off tender events as required.
  • Collate and report on costs for the assigned portfolio of projects, ensuring reviews and robust challenges of the Target and Actual costs submitted by the Contractors are carried out to deliver value for money.
  • Ensure contract compliance, through effective contract management activities and support the Project Delivery teams in producing all necessary contract instructions and communications for the assigned project portfolio.
  • Provide contract and risk management support, guidance and advice to the Project Delivery teams, to ensure compliance and contractor costs are robustly managed across the portfolio of projects.
  • Ensure that risk management on projects and programmes comply with the requirements of the risk management process
  • Attend construction sites as required to review and monitor Contractor progress of the assigned portfolio of projects in order to verify their costs, compensation events and identify early warnings, via robust challenges. Assist and monitor appropriate risk mitigation methodologies.
  • Provide detailed cost assurance reports for the assigned portfolio of projects (National Grid costs within the defined budget), demonstrating delivery of or out performance of the RIIO cost allowances
  • Provide Earned Value intelligence on projects
  • Maintain accurate SWE supplier cost data records.
  • Ensuring review and robust challenges of contract data, tender costs, resources and programmes submitted by the SWE suppliers are carried out to deliver value for money.
  • Manage contingency through cost review and risk reduction meetings held with SWE suppliers and the Project Delivery teams for the portfolio of assigned projects, ensuring compliance with the contract terms and conditions and deliver the desired cost outcome to support the outperformance of RIIO.
  • Undertake qualitative and quantitative risk analysis workshops (cost and schedule), producing key outputs, as well as recommending appropriate levels of risk are included within project forecasts, in particular post contract award
  • Provide support and data to Project Directors for any Ofgem re-openers and/or any regulatory reporting
  • Ensure commercial and financial processes, governance requirements (such as change requests) and procedures are adhered to during the delivery of the projects in the assigned portfolio.

About You

  • Good stakeholder management skills and ability to build strong relationships across multiple teams quickly
  • Experience of engineering projects carried out under the NEC3/4 form of contract, preferably options A and C
  • Experience in contract & risk management in a Construction environment is preferable
  • Commercial acumen and supply chain management skills
  • Experience in managing and operating office management systems, including filing and document control systems
  • Proficient knowledge of earned value management principles, and baselining
  • Proficient in the principles of forecasting cost & schedule and risks management
  • Ability to use and develop spreadsheets, cost analysis and programme evaluation
  • Ability to analyse and evaluate compensation events and variations
  • Knowledge of electricity transmission system
  • Ability to prepare reports and collate information

What You'll Get

A competitive salary between £54,000 – £63,000 dependent on capability
