Job Purpose
Overall responsibility for cost and schedule management across all phases of strategically critical, high dollar value, complex projects, ensuring project success factors are met, while maintaining or enhancing their deliverability and predictability. These include but are not limited to project planning, schedule development and management, budgeting, monthly and total project forecasting and baseline management across a portfolio of capital projects to ensure successful delivery on schedule, within scope, and on budget.
The portfolio this position will typically support includes high dollar and significant projects with regulatory and stakeholder exposure. Much of the portfolio will be at the heart of the New York’s clean, fair and affordable energy transition ambition, and will make a significant contribution to National Grid’s growth expectation.
The Manager, Project Controls will join the Major Project’s team reporting directly to the Program Director (PMO) and be in a role that has significant strategic, financial, decision making, and leadership responsibilities. The Manager, Project Controls will work closely with other managers supporting major projects, playing a lead role in creating a best-in-class project controls program.
Key Accountabilities
- Lead a team of specialists in the development, implementation, and maintenance of project controls processes for cost tracking, forecasting, planning and scheduling.
- Oversee the preparation of project budgets, baseline schedules, and control tools for transmission and substation projects.
- Monitor project performance against cost and schedule baselines, identifying variances and recommending corrective actions.
- Provide regular reporting to project teams and executive stakeholders, including earned value metrics, cost forecasts, and schedule health.
- Coordinate with Project Managers, Engineers, and Construction Managers to ensure timely and accurate updates to cost and schedule data.
- Develop and maintain detailed Work Breakdown Structures (WBS), Cost Breakdown Structures (CBS), and resource-loaded schedules.
- Ensure consistency and accuracy across all project control documentation and systems.
- Support change management by assessing impacts of scope changes on budget and timeline and integrating approved changes into project baselines.
- Drive continuous improvement in project controls practices and tools.
- Support audits, internal reviews, and external regulatory reporting as required.
Qualifications
- Bachelor’s degree in Engineering, Project Management, Finance, or a related field.
- 7+ years of experience in project controls with a focus on cost and schedule, preferably in the electric utility or large infrastructure environment.
- PMP, CPCP or similar certification is a plus.
- In-depth understanding of project controls disciplines: planning, scheduling, cost control, change management, and reporting.
- Knowledge of project lifecycle phases for large-scale utility/infrastructure projects (engineering, procurement, construction, commissioning).
- Strong grasp of earned value management (EVM) principles and application.
- Understanding of contract types (EPC, T&M, Lump Sum) and their impact on project control strategies.
- Significant experience managing project controls on large capital utility or infrastructure projects.
- Strong background in developing, maintaining, and analyzing complex project schedules and
- budgets.
- Experience leading a team of planners, schedulers, cost engineers, and other controls personnel.
- Involvement in progress reporting, performance dashboards, and executive presentations.
- Proficiency in Primavera P6 and strong Excel skills, including advanced formulas, pivot tables, macros, and data modelling.
- Ability to perform trend analysis, risk-adjusted forecasting, and what-if scenario modelling.
- Knowledge of WBS structures, coding standards, and integration of schedules with cost data.

Salary: $150,000.00 - $177,000.00 USD
