National Grid is hiring a Lead Specialist, for our Syracuse, Albany, Buffalo, or Brooklyn NY offices. This is a Hybrid Role with 2-3 days WFH each week.
Job Purpose
The Lead CIAC Specialist, NY CIAC Strategy, Governance & Advisory serves as a statewide subject matter expert and trusted advisor for Contributions in Aid of Construction across NY. This individual provides expert interpretation of applicable tariffs, regulations, and Public Service Commission orders, translating complex requirements into practical guidance, consistent business decisions, and defensible company positions.
Operating in a highly matrixed environment, the role consults with Connections, Design and Engineering, Customer Connections Policy and Support, Pricing, Legal, and Regulatory stakeholders. The successful candidate will frame complex issues, assess regulatory and business implications, facilitate alignment, and recommend solutions for high-risk, novel, or precedent-setting matters.
This is an individual-contributor leadership role with statewide influence. It combines deep subject matter expertise, consultative problem solving, governance leadership, and regulatory judgment to promote consistent CIAC application, strengthen documentation, and support customer and compliance outcomes.
Key Accountabilities
- Serve as a trusted advisor and statewide CIAC subject matter expert, providing authoritative interpretation of tariffs, New York regulatory requirements, and PSC orders.
- Consult on complex and precedent-setting matters, defining the issue, evaluating regulatory and operational implications, identifying options, and recommending defensible courses of action.
- Advise senior leaders and cross-functional partners on CIAC risks, emerging requirements, policy implications, and strategic decisions.
- Lead structured stakeholder engagements, including CIAC committees and performance forums, to resolve questions and promote aligned decision-making across Electric and Gas.
- Translate regulatory requirements into practical business guidance, including policies, procedures, decision frameworks, training, and supporting documentation.
- Guide the CIAC policy and procedure lifecycle, coordinating reviews and recommending updates in response to regulatory, tariff, audit, or operating changes.
- Act as an escalation point for high-risk cases, helping stakeholders distinguish routine application questions from matters requiring broader legal, regulatory, or policy consultation.
- Support rate cases, regulatory proceedings, audits, certifications, and customer complaints by conducting research, synthesizing stakeholder input, and helping develop clear and defensible company positions.
- Facilitate cross-functional alignment among Connections, Design and Engineering, CCPS, Pricing, Legal, and Regulatory partners.
- Build organizational capability through consultation, coaching, policy training, reusable tools, and knowledge-sharing forums.
- Identify opportunities to improve governance and efficiency, including appropriate uses of automation for drafting, tracking, and reporting while maintaining human accountability for regulatory interpretation and final decisions.
- Collaborate with the MA CIAC Lead to promote enterprise-wide governance consistency, sharing subject matter expertise, advisory insights, and leading practices while providing authoritative guidance on jurisdiction-specific regulatory requirements and their business implications.
Qualifications
- Bachelor’s degree required.
- 5+ years of experience in the electric and/or gas utility industry.
- Experience with New York utility regulation, electric or gas customer connections, CIAC, tariffs, NYCRR requirements, PSC orders, rate cases, audits, or customer complaints.
- Experience working across legal, regulatory, pricing, engineering, design, operations, and customer-facing functions.
- Experience leading committees, policy forums, governance reviews, or cross-functional working groups.
- Experience using data, workflow tools, or automation to strengthen issue tracking, analysis, documentation, or reporting.

Salary
$117,000 - $137,000 a year
