Job Purpose

 

 

The Lead Analyst – MA Contribution in Aid of Construction (CIAC) Policy & Procedure provides technical leadership for Massachusetts electric and gas connections, with expertise in how customer construction costs are calculated and applied when new utility assets are added.

 

This role ensures CIAC governance aligns with Massachusetts regulatory requirements, National Grid policies, and rate case obligations, while remaining consistent with CIAC governance frameworks used across jurisdictions, including New York. The Lead Analyst independently leads complex initiatives, influences cross‑functional outcomes, and provides technical direction.

 

The role leverages data, analytics, and approved AI‑enabled tools to strengthen regulatory analysis, policy development, training delivery, and knowledge enablement.

 

 

Key Accountabilities

 

 

 

  • Provide Lead‑level ownership of MA CIAC policy, procedures, and governance for electric and gas.
  • Chair the MA Electric and MA Gas CIAC Committees and the MA CIAC Performance Forum in accordance with established charters.
  • Lead and/or support MA CIAC regulatory activities, including rate cases, filings, audits, information requests, and customer complaints.
  • Develop, train, maintain, and communicate CIAC policies, and guidance that are clear, defensible, and regulator ready.  Support CIAC procedure development, maintenance, training and communications.
  • Serve as a technical consult on complex CIAC matters across Connections, Design, DPAM, Pricing, Account Management, and other stakeholders.
  • Partner with Legal, Regulatory, Pricing, Compliance, and Capital Accounting to ensure accurate tariff and order interpretation and application of CIAC requirements.
  • Utilize AI‑enabled tools (e.g., Microsoft Copilot and approved enterprise AI platforms) to support regulatory analysis, policy drafting, training content development, and knowledge management.

 

 

Qualifications

 

 

  • Bachelor’s degree required.
  • 5+ years of experience in the electric and/or gas utility industry.
  • Experience in CIAC, regulatory compliance, policy development, or rate case support preferred.
  • Exceptional written communication skills, particularly in policy, procedure, and regulatory documentation.
  • Strong public speaking and presentation skills, including delivery of training and leadership briefings.
  • Proven ability to influence without authority and work effectively with Legal, Regulatory agencies, and senior leadership.
  • Strong analytical and problem‑solving skills.
  • Demonstrated ability to leverage AI tools for analysis, drafting, training development, or workflow enablement.
  • Experience with complex financial models
  • Sound judgment regarding responsible, compliant use of AI and data.
  • Proficiency with Microsoft Office; familiarity with SAP, BI/Power BI, GIS, CSS, or similar systems preferred.

MA Salary: $131,000 - $154,000 a year
