Job Purpose
Represent the Transmission Control Center on project teams and help to execute the company’s capital plan while ensuring the integrity of the National Grid Electric System in New York State.
Key Accountabilities
Participate in project development process to develop clear and concise outage plans to execute a project, while ensuring Transmission Control Center concerns are addressed. Challenge plans so they support operations, maintain system reliability, can be constructed and comply with all internal and external standards.
Manage and continuously review the outages planned in a given region of the state to balance system security and work load.
Ensure a clear, concise and reliable plan along with a set of outage applications are provided to the NYISO and the control room.
Ensure the processes for outage plan approval and configuration change implementation are followed.
Develop and maintain constructive working relationships with the NYISO, regulators, project management, field work force, engineering, neighboring utilities, and transmission customers.
Ensure compliance with all applicable FERC, NERC, NPCC, ISO and Control Room standards with respect to outage coordination requirements.
Identify conflicts and bundling opportunities in outage requests and coordinate with the associated work groups to schedule work appropriately.
Support development of the process, procedures, tools and systems as required ensuring continual improvement of operations.
Stay abreast of industry standards and practices to ensure awareness of Best Practices and any compliance requirements.
Ensure an analysis is performed on outage plans using a load-flow program to identify thermal and/or voltage constraints and adjust outage plans accordingly to avoid these constraints.
Develop an expert understanding of Clearance and Control procedure requirements as well as Transmission Switching requirements.
Qualifications
The accepted candidate would be required to undergo the training provided by National Grid. The training consists of:
Become thoroughly conversant with National Grid Control Center and local NYISO operating procedures. Gain an expert understanding of Clearance and Control requirements as well as Transmission Switching requirements. Understand the Project Manager Playbook with respect to Outage Coordination requirements. Gain a good understanding of National Grid work scheduling processes. Learn specialized power systems analysis computer skills; knowledge of EMS/SCADA systems and TOA. Become conversant with all applicable NERC standards; NERC reliability coordinator certification desirable.
