Job Purpose
The Paving Supervisor, Gas Construction – Contractor Oversight, is responsible for the daily supervision of Paving Inspectors and oversight of external paving restoration contractors operating throughout New York City.
This position ensures that all restoration activities are completed safely, efficiently, and in compliance with Company standards, PSC requirements, OSHA regulations, DOT regulations, and municipal permit stipulations.
The successful candidate will lead contractor performance, monitor workloads, manage resources, analyze operational data, and drive continuous improvement initiatives while fostering strong working relationships with labor unions, contractors, municipal agencies, and internal stakeholders.
Key Accountabilities
- Supervise and support a team of Paving Inspectors responsible for monitoring contractor restoration activities.
- Provide coaching, mentoring, and performance feedback to employees.
- Establish clear performance expectations and accountability measures.
- Foster a positive and safety-focused work environment.
- Support employee development and succession planning initiatives.
- Provide daily oversight of restoration contractors performing paving and roadway restoration activities.
- Ensure contractors adhere to Company work methods, quality standards, permit requirements, and safety procedures.
- Conduct field inspections to verify workmanship, productivity, and compliance.
- Resolve contractor performance issues and implement corrective actions when necessary.
- Coordinate contractor activities to ensure timely completion of restoration work.
- Promote and enforce a strong safety culture across all field operations.
- Ensure compliance with OSHA, PSC, DOT, municipal regulations, and Company policies.
- Investigate and address safety concerns, incidents, and near misses.
- Monitor field activities to ensure safe construction and restoration practices are consistently followed.
- Support safety audits and regulatory inspections.

Qualifications
- Bachelor's Degree in Engineering, Construction Management, Business Administration, or equivalent combination of education and relevant industry experience will be considered.
- Minimum of five (5) years of experience in construction, restoration, paving, utility operations, or a related field.
- Experience supervising employees and managing contractor performance.
- Experience operating within a unionized work environment preferred.
- Knowledge of paving restoration, construction, maintenance, and utility operations.
- Understanding of PSC regulations, OSHA requirements, DOT regulations, and municipal permitting requirements.
- Familiarity with Company standards, work methods, and operational procedures.
- Knowledge of budgeting, forecasting, and resource management principles.
- Strong analytical and problem-solving skills.
- Ability to interpret and utilize reports, metrics, and operational data.
- Experience identifying trends and implementing process improvements.
- Proficiency with Microsoft Office applications and business reporting systems.
- Typical schedule is Monday through Friday, 6:00 AM to 3:00 PM.
- Weekend, overnight, emergency response, and extended-hour assignments may be required.
- Frequent field work and travel throughout New York City.
- Exposure to construction sites, roadways, and varying weather conditions.

Downstate NY Salary: $118,000 - $138,00 a year
