NYC Government Relations Manager, Stakeholder Engagement
Job Purpose
National Grid’s External Affairs team invites you to be a part of a professional team responsible for maintaining the company’s presence and reputation, advancing policy priorities and delivering positive legislative outcomes. This role develops and maintains relationships with elected officials and their staff, staff in New York City agencies, the New York City Council, Borough Presidents, and key stakeholders to enhance National Grid’s reputation within the jurisdiction. Build coalitions and relationships within the jurisdiction to create third party advocates for National Grid in the policy, legislative, political, community, and regulatory arenas
Key Accountabilities
• Develop and execute National Grid’s government relations and external affairs strategy throughout New York City in support of the company’s operational, legislative, regulatory, infrastructure, and public policy priorities.
• Coordinate with the Director of State Government Relations to ensure statewide cohesion in policy development as well as the messaging and strategy to achieve those goals.
• Coordinate with National Grid’s Federal Affairs team to ensure alignment on key issues.
• Interact with elected and appointed officials and their staff, community, labor, and other partners and relay pertinent information to the Director as necessary.
• Build and maintain trusted relationships with policymakers and government officials across the five boroughs to strengthen National Grid’s reputation and advance strategic business objectives.
• Partner with Operations, Engineering, Customer Experience, Regulatory Affairs, Legal, Communications, Public Affairs, Emergency Management, Economic Development, and Executive Leadership to coordinate stakeholder engagement, public policy strategies and response to legislative proposals.
• Identify legislative, regulatory, and political developments that may impact National Grid’s operations, capital investment program, infrastructure modernization, permitting, or customer programs, and provide strategic guidance to company leadership.
• Lead proactive stakeholder engagement supporting gas infrastructure projects, construction activities, capital investments, system reliability initiatives, and major customer issues.
• Coordinate company responses to inquiries from elected officials and government agencies regarding infrastructure projects, service reliability, public safety, permitting, and operational matters.
• Serve as National Grid’s external affairs representative during emergency events and significant service disruptions by coordinating communication and stakeholder outreach with government partners and emergency management agencies.
• Develop executive briefing materials, legislative analyses, issue papers, testimony, presentations, talking points, correspondence, and strategic communications for senior company leadership.
• Collaborate with external consultants, trade associations, advocacy organizations, and strategic partners to advance legislative, regulatory, and policy priorities.
• Monitor community sentiment surrounding infrastructure projects and proactively develop engagement strategies that build trust, address concerns, and improve project outcomes.
• Liaise with the National Grid community engagement, economic development and communications teams.
• Register as a lobbyist under applicable laws.
Qualifications
- 5+ years of experience in government relations, legislative affairs, public affairs, public policy, political consulting, government or equivalent.
- Demonstrated experience building relationships with New York City and New York State elected officials, government agencies, regulators, and community stakeholders.
- Strong understanding of New York City’s political, legislative, regulatory, and community engagement landscape.
- Experience supporting complex infrastructure, energy, transportation, utility, environmental, or public sector initiatives is preferred.
- Exceptional relationship-building, negotiation, and stakeholder management skills.
- Excellent written and verbal communication skills with experience preparing executive-level briefings and presentations.
- Strong strategic thinking, political judgment, and ability to navigate sensitive public policy issues.
- Proven ability to manage multiple high-priority initiatives in a fast-paced environment while working collaboratively across diverse business functions.
- Self-starter with strong organizational skills and the ability to independently manage stakeholder relationships and government affairs initiatives.

Salary
$146k - $153k a year
