Job Purpose

 

This position is responsible for developing and executing regulatory solutions and strategies in support of the New York jurisdiction.  This work includes but is not limited to: (i) liaison with New York Public Service Commission (“NYPSC”), Department of Public Service Staff (“DPS Staff”), and stakeholders for regulatory matters; (ii) developing the regulatory strategy for the New York jurisdiction; and (iii) resolving regulatory issues raised by the NYPSC, DPS Staff, and stakeholders in collaboration with all functions across the New York business. 

 

 

The position also provides regulatory support, advice, and thought leadership to senior leaders across National Grid, and is responsible for making presentations to senior executives on regulatory matters.  

 

Key Accountabilities

 

 

  • Develop New York regulatory affairs strategy and set priorities for and manage National Grid regulatory issues in line with the Company’s vision and priorities.
  • Serve as the Company’s liaison with the NYPSC and DPS Staff; coordinate all state regulatory activities and contacts within National Grid to build and maintain strong regulatory relationships; ensure our regulator receives the most current and accurate information; and facilitate resolution of major regulatory issues.
  • Demonstrate leadership on state-level policy positions, acting as strategic lead within stakeholder working groups, joint utility relations, and other groups.
  • Proactively build and maintain relationships with our regulator and external stakeholders.
  • Lead stakeholder engagement with the NYPSC, DPS Staff, and stakeholders on regulatory matters, including rate cases and regulatory proceedings.  Act as the point of contact for consumer advocates and regulatory intervenors. Elicit stakeholder input into Company proposals, and ensure feedback is considered and addressed as appropriate to gain support.
  • Coordinate stakeholder engagement strategy and communications on regulatory matters with counterparts in Government Relations, Strategic Communications, and the New York Jurisdiction.
  • Act as internal expert and point of contact for New York regulatory affairs matters.
  • Serve as State Liaison as part of Emergency Response Incident Command, responsible for communications with the NYPSC and DPS Staff leaders.
  • Working closely with all areas of the New York business, drive performance to resolve issues raised by the NYPSC, DPS Staff, and stakeholders to deliver successful performance.
  • Monitor and report on NYPSC proceedings and activities; attend NYPSC hearings; provide information to Company leadership to enable National Grid to anticipate the NYPSC policy priorities and identify ways to align with our business objectives.

 

 

Qualifications

 

 

  • Bachelors’ degree with a minimum of 10 years’ work experience required.
  • A work background in a regulated environment is preferred. 
  • Must have strong presentation skills and experience using Microsoft Suite applications.
  • Recognition as a credible and knowledgeable expert in the tools and techniques used to analyze and respond to regulatory requests and build collaborative networks.
  • This position requires strong interpersonal, communication, and relationship building skills with the ability to make persuasive presentations to both small and large audiences and present solutions to challenging regulatory issues. 
  • Strong leadership skills with the ability to analyze complex business issues and provide strategic advice and direction on regulatory matters.
  • Strong written and verbal communication skills are essential for preparing documents and communicating with our regulator and external and internal stakeholders.
  • Demonstrated ability to understand, analyze, and prioritize a broad range of issues coupled with strong decision-making skills.
  • Ability to establish credibility and maintain relationships both internally and externally.
  • Ability to communicate and work with people at all levels and across organizational boundaries, including ability to comprehend and explain complex information to a less technical audience
  • Knowledge of the New York regulatory environment is preferred.

Upstate NY Salary: $169,000 - $199,000 a year
