As the NESO prepares for the introduction of competition within GB’s transmission system, the network competition team has a vacancy for a Marine & Offshore Transmission Specialist.
The Marine & Offshore Transmission Specialist will provide specialist advice and knowledge to the NESO around the deliverability of submarine cable projects. The primary role will be to assess the suitability of "wet onshore" transmission links for Early Competition within NESO and prepare technical information for tenders. In addition, the specialist will help the NESO develop its capability in understanding the delivery risks and challenges associated with submarine transmission assets and may therefore be involved in other aspects of NESO directorates, such as network planning and offshore coordination.
This role can be based in Wokingham, Warwick or Glasgow, and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements.
Key accountabilities
- Leading and providing subject matter expertise in the development of NESO’s OFTO Build Early Competition framework as well as providing general technical expertise on other marine transmission assets, such as “wet onshore” “bootstrap” type HVDC and HVAC transmission systems.
- Evaluating “wet onshore” and OFTO transmission projects for their suitability for Early Competition.
- Conducting technical reviews of project proposals, providing insight on cable installation, maintenance, and operational aspects.
- Assisting in the development of technical parameters to feed into the technical scope of works to be tendered.
- Collaborating with the Early Competition team to develop criteria and scoring mechanisms for bid assessment.
- Working closely with internal teams and external stakeholders to design competition processes that are robust, investable, and deliver value for consumers.
- Drawing on practical experience of OFTO, interconnector, or HVDC and/or HVAC marine project delivery (either construction or operations) to help define scope boundaries, performance standards, risk allocation, and interface expectations.
- Supporting market engagement activities and ensure the proposals align with the realities of offshore delivery and long-term asset performance.
- Contributing to regulatory submissions and consultation responses, including those to Ofgem and DESNZ.
About you

- An engineering degree or equivalent would be advantageous but not essential.
- Significant experience in either the OFTO regime, interconnector, or other marine transmission projects – ideally with hands-on involvement in the construction and/or operation of offshore transmission infrastructure.
- Strong understanding of regulatory and commercial frameworks underpinning OFTOs and offshore transmission development in the UK.
- Experience working with developers, transmission licensees, or consultancies in the offshore transmission space.
- Ability to translate technical insights into practical commercial and regulatory models.
- Excellent communication and stakeholder engagement skills and the ability to represent NESO effectively in different environments.
- Experience with competitive processes for transmission infrastructure (e.g. interconnectors, onshore transmission contests).
About what you'll get
A competitive salary between £65,000 - £80,000pa – dependent on experience and capability.
As well as your base salary, you will receive a bonus based on company performance, 26 days annual leave as standard and a competitive contributory pension scheme where we will double match your contribution to a maximum company contribution of 12%.

About the National Energy System Operator (NESO)
In Autumn of 2024, the ESO transitioned to National Energy System Operator, or NESO for short. Previously denoted as the Future System Operator (or FSO), the new National Energy System Operator is the independent body responsible for planning Great Britain’s electricity and gas networks and operating the electricity system.
NESO, including all of its existing roles, are now at the heart of the new National Energy System Operator. As NESO, we will build on our existing roles, capabilities, and ways of working significantly to create an organisation the energy system and its users’ need. Our new capabilities will enable us to look across vectors, including electricity, natural gas and hydrogen, and crucially consider the trade-offs between them.
The organisation is set up as a public corporation with its own Board of independent directors, with complete operational independence from government, the regulator and any and all commercial interest. As was the ESO, NESO will be licenced and regulated by Ofgem through price control agreements and obligated to identify optimal solutions to system operations and planning in the most sustainable, affordable and secure way for all.
