Industry codes are the frameworks that underpin the technical, operational and commercial relationships in the energy industry. The Whole System frameworks team ensures that the Electricity Network Codes reflect both stakeholder needs and government policy goals, focusing on ensuring alignment across the whole electricity system – from generation to supplier.

 

As a Whole System Policy Advisor and Change Lead, you will play a vital role in enhancing coordination and strategic initiatives that facilitate the implementation of policy changes related to ambitions like Clean Power 2030. Your responsibilities will include collaborating and coordinating with various teams across NESO and external stakeholders to proactively identify and address issues within codes, ensuring policy alignment and supporting proposed industry code modifications. In this role, you will engage and coordinate with NESO, DESNZ, Ofgem, and industry stakeholders to ensure that the frameworks impacting our customers and stakeholders deliver benefits for consumers.

 

We are looking for people with experience in regulation, policy, and code changes to join a team dedicated to delivering exciting new changes to industry codes in Great Britain, enabling the transition to net zero.

 

This role can be based from Warwick or Glasgow and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements.

About the National Energy System Operator (NESO)

 

In Autumn of 2024, the ESO transitioned to National Energy System Operator, or NESO for short. Previously denoted as the Future System Operator (or FSO), the new National Energy System Operator is the independent body responsible for planning Great Britain’s electricity and gas networks and operating the electricity system.  

 

The ESO, including all of its existing roles, are now at the heart of the new National Energy System Operator. As NESO, we will build on our existing roles, capabilities, and ways of working significantly to create an organisation the energy system and its users’ need. Our new capabilities will enable us to look across vectors, including electricity, natural gas and hydrogen, and crucially consider the trade-offs between them.

 

The organisation is set up as a public corporation with its own Board of independent directors, with complete operational independence from government, the regulator and any and all commercial interest. As was the ESO, NESO will be licenced and regulated by Ofgem through price control agreements and obligated to identify optimal solutions to system operations and planning in the most sustainable, affordable and secure way for all.

 

Key Accountabilities

 

  • Lead on the delivery of high quality, timely, and robust analysis of core issue/s and policy options to support effective decision making and regulatory/policy change
  • Assist the business with short- and medium-term implementation changes and identify issues that require policy positions relating to whole system activities. 
  • Collaborate closely with colleagues, customers, stakeholders (including DESNZ and Ofgem) and consumers to ensure that commercial, technical and regulatory arrangements within GB and interconnected markets deliver optimal benefit to consumers.
  • Understand the evolving requirements of stakeholders as the energy system changes at pace. Work to align industry frameworks with our technical, commercial and regulatory strategies - facilitating whole system outcomes between NESO and the DNOs in order to provide value to consumers, customers, industry stakeholders, DNOs and NESO.
  • Working across the energy industry to identify and analyse the zero MW markets within the codes, licences and market frameworks and the implication for costs and efficient economic signals. 
  • Lead internal working groups to innovate and enhance processes and policies relating to wider markets frameworks and arrangements. 
  • Build trust through proactively engaging with internal and external stakeholders to understand the impact of changes to wider market frameworks and using this to help drive change where needed.

Essential

  • Experience working in the energy industry and in the regulatory arena;
  • Experience in regulatory policy development and awareness of future developments;
  • Have a deep level of understanding of Whole System
  • Proven experience of building long term effective internal and external relationships combined with the potential to develop strong negotiating and influencing skills to enact strategic change;
  • Have the ability to collate and organise data, understand and analyse complex issues and evaluate their interactions within NESO, as well as with our customers and other stakeholders.
  • Solid electricity regulatory knowledge and understanding of how the market operates
  • Strong communicator with excellent writing skills.

 

Desirable

  • Experience working in the distribution space of the electricity system
  • Experience working with energy codes;
  • Technical understanding of network methodologies;
  • Understanding of impact assessment
  • Understanding of the GridCode, DCode, DCUSA, CUSC, BSC;
  • Analytical Experience;
  • Experience of facilitating workshops.

 

What you'll get

 

A competitive salary between £55,000 - £62,000pa – dependent on experience and capability.

 

As well as your base salary, you will receive a bonus based on company performance, 26 days annual leave as standard and a competitive contributory pension scheme where we will double match your contribution to a maximum company contribution of 12%.
