About the role
National Energy System Operator (NESO) is on a journey towards a sustainable and secure energy future. Together we build on this momentum, advancing the Electricity System Operator’s (ESO) plan for zero carbon operability of the electricity system by 2025.
We are looking for a Comms & Engagement Officer to join our growing Connections Reform Engagement Team as part of the NESO Connections Reform Directorate. This role will support the Public Affairs Manager and Customer Engagement Manager in delivering high-quality communications and stakeholder engagement activity across the connections reform programme.
The role will involve a varied workload, from preparing briefings and communications materials to supporting stakeholder engagement events and helping coordinate integrated campaigns. It’s a great opportunity for someone looking to develop their career in public affairs and communications within a high-profile, fast-paced policy environment.
This role can be based from Wokingham or Warwick and we continue to offer hybrid working from office and home. It is a 12 month fixed term contract, with a potential to be extended. We are open to full time and part time applicants, as well as flexible working arrangements.
Key Accountabilities
- Support the delivery of NESO’s connections reform engagement strategy, working closely with the Public Affairs Manager and Customer Engagement Managers.
- Draft and coordinate communications materials including briefings, stakeholder updates, and event collateral.
- Organise and deliver stakeholder meetings and events, including logistics, agendas, and follow-up actions.
- Maintain and update stakeholder contact lists and engagement records.
- Monitor political, customer and industry developments relevant to connections reform and provide timely intelligence to the team.
- Assist in the development and delivery of integrated customer and public affairs campaigns, including leading on messaging, stakeholder mapping, and content creation.
- Prepare materials for senior leaders, including briefing packs and talking points.
- Work collaboratively across the Corporate Affairs and Connections Reform Directorates to support horizon scanning and alignment of messaging.
- Track and report on engagement activity and outcomes against agreed KPIs.

Knowledge
- Good understanding of political environments and institutions at a regional and national level.
- Awareness of the energy sector and the political context of energy reform.
- Familiarity with stakeholder and customer engagement principles and best practice.
Experience
- Experience supporting stakeholder engagement or communications activity, ideally in a public affairs, policy, or corporate communications setting.
- Experience drafting briefings, communications materials, or event content.
- Comfortable working with a range of internal and external stakeholders.
- Experience supporting the delivery of campaigns or engagement programmes.
Skills
- Strong organisational skills with the ability to manage multiple tasks and deadlines.
- Excellent written and verbal communication skills, with the ability to tailor messages to different audiences.
- Collaborative team player with a proactive approach to problem-solving.
- Ability to interpret complex information and translate it into clear, engaging content.
- Attention to detail and a commitment to high-quality delivery.
- Comfortable using digital tools and platforms to support engagement and communication.

A competitive salary between £48,000 – 57,000 – dependent on experience and capability.

About the National Energy System Operator (NESO)
In Autumn of 2024, the ESO transitioned to National Energy System Operator, or NESO for short. Previously denoted as the Future System Operator (or FSO), the new National Energy System Operator is the independent body responsible for planning Great Britain’s electricity and gas networks and operating the electricity system.
The ESO, including all of its existing roles, are now at the heart of the new National Energy System Operator. As NESO, we will build on our existing roles, capabilities, and ways of working significantly to create an organisation the energy system and its users’ need. Our new capabilities will enable us to look across vectors, including electricity, natural gas and hydrogen, and crucially consider the trade-offs between them.
The organisation is set up as a public corporation with its own Board of independent directors, with complete operational independence from government, the regulator and any and all commercial interest. As was the ESO, NESO will be licenced and regulated by Ofgem through price control agreements and obligated to identify optimal solutions to system operations and planning in the most sustainable, affordable and secure way for all.
